if you look at the internals of sp_help_fulltext_columns, you will see it uses the very common means of handling optional parameters

in the where clause it says (

   @table_name is null or
   sobj.id = @objid
and

 @column_name is null or
     scol.name = @column_name

What this means is that indexes can't be used, if you have lots of tables, lots of columns, and SPs (i.e. dependencies) it is likley that running sp_help_fulltext_columns for a table will take forever.
