I'm going to build a list of locations to download spatial data for free.

This is the first

It allows you to downloads country boundaries, roads, water bodies and cities

Two more good spatial source:

http://www.bts.gov/publications/national_transportation_atlas_database/2006/

http://www.census.gov/geo/www/cob/bdy_files.html

These are in much fine granularity than the free esri data.
